Membership and Affiliation of Melbourne Community Television Consortium is open to not-for-profit, community based organisations.
A Member of the Consortium must:
- be a body corporate based in, and with a membership predominantly drawn from, the licence area of the station;
- be a non profit organisation or an organisation which otherwise does not carry on any business or activity for the profit of its members;
- have a structure and constitution which ensures democratic access to decision- making, airtime and other facilities of the Member and to the production of programs;
- represent a local or specific interest group of the community which is not, and cannot, be served by a community television group which is an existing Member;
- be able to demonstrate an on-going capacity to produce community television programming. Such programming must meet the local content guidelines as set down by the Assembly from time to time;
- demonstrate a support for, and adherence to the Constitution, policies, procedures, Objects and Charter of the Consortium; and,
- include in the constitution of the organisation a fair grievance mechanism relating to membership exclusion.
An Affiliate of the Consortium must:
- be a body corporate based in, and with a membership predominantly drawn from, the licence area of the station;
- be a non-profit organisation;
- have intentions to produce community television programming;
- be a democratic, community based organisation; and
- include in the constitution of the organisation a fair grievance mechanism relating to membership exclusion.

The Application shall include:
- a copy of the Applicant’s certificate of incorporation;
- the Applicant’s constitution;
- an information sheet detailing the applicant group's aims, objectives and activities
- sufficient documentation to demonstrate that the Applicant meets the relevant criteria to be a Member or Affiliate.
Applications should be lodged with the Company Secretary at least 28 days before the Assembly Meeting at which the application is to be considered. Upon receipt of a completed Application the Company Secretary shall refer the Application to the next meeting of the Assembly. Dates for meetings of Assembly can be found here.
